What homes in Orlando are up against

During Hurricane Irma (storm-total period September 9-12, 2017), the National Weather Service listed 10.51 inches of rain at the Orlando CoCoRaHS station FL-OR-27. Its Orange County flood reports include the fire department and National Guard rescuing residents from flooded homes.
The City of Orlando says its Hurricane Ian experience included flooding in the Washington Shores neighborhood. It also says that since the stormwater utility fee was last adjusted in 2008, the community has experienced "unprecedented rainfall and historic flooding due to hurricanes and storms."
The City's Streets and Stormwater Division maintains drainage systems including stormwater pipes, canals and retention ponds. Under Chapter 31.05 of the Stormwater Utility Code, the property owner is responsible for stormwater drainage facilities on private property and must clean and maintain them, while the City's stormwater utility inspects private facilities.

Hurricane Charley's center passed near Kissimmee and Orlando around 0130 UTC on August 14, 2004, when Orlando International Airport recorded sustained winds of 69 kt with a gust to 91 kt.
Hurricane Frances (landfall September 5, 2004) brought the airport 47 kt sustained wind and a 60 kt gust, and Jeanne (landfall September 26, 2004) 53 kt sustained with a 67 kt gust.
The National Hurricane Center says 10 to 20 inches of rain from Hurricane Ian in central and eastern Florida caused major flooding along waterways including the Little Wekiva River and Shingle Creek, affecting Orange County. Its report includes a photo of rescue workers in Orlando on September 29, 2022.
For Hurricane Milton (landfall October 10, 2024), the airport recorded a 76 kt gust and 4.28 inches of rain. The National Weather Service Melbourne summary lists 14.83 inches at the Orlando West cooperative observer station among the ten highest rainfall totals in its east central Florida area.

Milton's Oct 2024 passage brought neighborhood flooding in Altamonte Springs and DeLand, chest-deep water at an Orange County mobile home park, road washouts in Lake County, and a partly torn roof on the Cocoa Beach Pier.
Permits and rules
Florida requires a license under Part XVI of Chapter 468 for mold assessment and mold remediation, defined by mold growth of greater than 10 square feet.
Under s. 627.70132, notice of an initial or reopened property insurance claim must be given to the insurer within 1 year after the date of loss, and notice of a supplemental claim within 18 months. Under s. 627.7152, a policyholder may not assign post-loss benefits under a residential or commercial property insurance policy issued on or after January 1, 2023, and any attempt is void, invalid and unenforceable.
The City's floodplain page says standard homeowners policies do not include flood coverage, and a flood insurance policy has a 30-day waiting period before coverage takes effect.
