What homes in Hialeah are up against

The City of Hialeah describes itself as located in a flat, low-lying area of Miami-Dade County. Groundwater lies just below the surface, and canals and lakes often reach capacity in the rainy season.
The city maintains its own stormwater system, funded by a stormwater utility fee. It coordinates with Miami-Dade County, the South Florida Water Management District and Miami-Dade DERM. Its flood-protection level of service is a 10-year, 24-hour storm.
The city and the National Flood Insurance Program require a building to meet new-structure construction requirements, including elevating the lowest floor to the Design Flood Elevation, if it is substantially damaged or if reconstruction, rehabilitation, additions or other improvements cost 50 percent or more of its market value within a five-year period.
Hialeah holds a Class 7 rating in the National Flood Insurance Program's Community Rating System. The city says it gives a 15% flood insurance premium reduction inside the Special Flood Hazard Area and 5% outside it.

Permits and rules
Section 468.8411, Florida Statutes, defines mold assessment and mold remediation as work on mold of greater than 10 square feet. Section 468.8419 bars a person from both assessing and remediating mold on the same property within 12 months, with limited exceptions, and bars referral fees between assessors and remediators.

It says policyholders may not assign post-loss benefits of a property insurance contract issued or renewed on or after January 1, 2023. It also says flood damage is not covered by a homeowners' policy and needs a separate flood insurance policy.
What affects the cost

Prices vary by provider and by how much was affected, so ask for an estimate. What usually affects the cost:
- How large an area got wet, and for how long
- Whether the water was clean, like a supply line, or contaminated, like sewage or floodwater
- How much material has to come out, such as drywall, flooring or insulation
- Whether mold has started to grow
- Drying equipment and how many days it runs
- Rebuilding after the drying is done

Questions people ask
What should I do first?
If it's safe, shut off the water at the main valve and turn off power to wet areas. Move valuables out of the water and take photos of the damage.
How long does drying take?
It depends on how much got wet and what it's made of. Your provider measures moisture and can tell you how long their equipment needs to run.
Will insurance cover it?
It depends on your policy and the cause. Sudden leaks are often treated differently from flooding or slow leaks. Check with your insurer and report the claim promptly.
