Tampa is the largest city in Hillsborough County and serves as the county seat. The Census Bureau counted 384,959 people there on April 1, 2020, and its Vintage 2025 estimate for July 1, 2025 is 413,554.

The city grew from Fort Brooke, a military post established when troops arrived on January 18, 1824. It was organized as the Town of Tampa on September 10, 1853, and received a city charter by special act of the Legislature signed on December 15, 1855.

In 2021, single-family detached homes were 54.3% of occupied housing units, and single-family attached homes were 7.1%. The City's housing assessment counts 55,037 structures built 1950-1979, the largest era, and 23,236 built before 1950. In 2020-2024 the owner-occupied housing unit rate was 50.3%, and the median value of owner-occupied housing units was $420,400.

The City of Tampa says its most frequent flooding is localized flooding from rainy-season thunderstorms and tropical storms. It also has tidally influenced flooding and storm surge from tropical systems, and it says the lack of topographic relief makes drainage difficult. The National Weather Service Tampa Bay office puts the rainy season at May 25 to October 10 for West Central Florida, with persistent dew point values above 70 F and daily low temperatures in the 70s to around 80.

The City operates and maintains a stormwater system of approximately 600 miles of pipe, 180 miles of ditches, over 100 retention and detention ponds, 18,000 inlets and nine permanent pumping stations in its closed drainage basins. After Hurricanes Helene and Milton in fall 2024, it reports approximately 6,500 homes with storm damage and 153 water rescues in the storms' immediate aftermath.

Hurricane Idalia made landfall near Keaton Beach on August 30, 2023, with estimated maximum sustained winds of 100 kt. NHC says the City of Tampa reported flooded and impassable streets along Tampa Bay, and the East Bay gauge recorded 4.56 ft above MHHW.

Hurricane Helene made landfall around 0310 UTC on September 27, 2024, as a Category 4 hurricane. NOS tide gauges in Tampa Bay measured 6.83 ft above MHHW at Old Port Tampa and 7.2 ft above MHHW at East Bay. NHC says Helene destroyed at least 419 homes in Pinellas and Hillsborough Counties combined, and reports two storm-surge related deaths in Hillsborough County.

Hurricane Milton made landfall on Siesta Key at 0030 UTC on October 10, 2024, as a Category 3 hurricane. NHC lists Tampa International Airport with a 53 kt sustained wind, an 83 kt gust and 11.73 inches of rain, and reports record-high crests on the Hillsborough River.

Permits and rules

Florida law (s. 627.70132) requires notice of a property insurance claim or reopened claim to the insurer within 1 year after the date of loss, and of a supplemental claim within 18 months. Under s. 627.7152(13), a policyholder may not assign post-loss benefits under a residential property insurance policy issued on or after January 1, 2023. An attempted assignment is void, invalid and unenforceable.
