Cape Coral lies in Lee County on Florida's southwest coast. Developed in the 1950s, it was incorporated as a city in 1970. It covers over 120 square miles, about 10 of them water, with more than 400 miles of fresh and saltwater canals.

The Census counted 194,016 residents on April 1, 2020, up from 154,305 on April 1, 2010. The city reports it is the most populous city in Southwest Florida and the eighth most populous in Florida.

The City of Cape Coral states that most residents live in FEMA Special Flood Hazard Areas (V-zones and A-zones), and that 25 percent of flooding occurs outside areas formally designated as flood-prone. New FEMA Flood Insurance Rate Maps took effect November 17, 2022, described as the first comprehensive review of flood zones throughout Lee County in 14 years.

The National Weather Service Tampa Bay office states that the rainy season runs from May 15 to October 15 for Southwest Florida. The city's Emergency Management & Resilience page says even smaller storms can knock out power, damage trees and flood roads, especially in low-lying coastal areas.

The Public Works Stormwater Division maintains swales, drainage pipes, catch basins, canals and related facilities within the public right-of-way. The city's swale program states it does not perform work on private property beyond the right-of-way.

Hurricane Ian made landfall near Cayo Costa on September 28, 2022, with estimated winds of about 150 mph. The National Hurricane Center reports storm-surge inundation of 6 to 9 ft above ground level in Cape Coral, Pine Island and other communities along the mouth of the Caloosahatchee River. Across Lee County, Ian impacted at least 52,514 structures, of which 5,369 were destroyed and 14,245 received major damage. The city attributes $82.0 million of general government expenses to Ian, $64.5 million of it debris.

Permits and rules

The city states that all improvements and repairs of structures in the Special Flood Hazard Area require a permit, including a Substantial Improvement/Substantial Damage application. The city determines substantial damage, defined as restoration cost equal to or exceeding 50 percent of the structure's market value. In that case the building must meet current flood zone construction requirements.

Florida Statute 627.70132 bars a property insurance claim unless notice of the initial or reopened claim was given to the insurer within 1 year after the date of loss, and notice of a supplemental claim within 18 months. Under Statute 627.7152(13), post-loss benefits under a residential property insurance policy issued on or after January 1, 2023 may not be assigned, and an attempt is void, invalid and unenforceable.

A new National Flood Insurance Program policy becomes effective after a 30-day waiting period, with exceptions.
