Hillsborough River State ParkHillsborough County was organized on January 25, 1834, as Florida's 19th county. It is named for Wills Hill, British Secretary of State to the Colonies from 1768 to 1772.

Storm surge, heavy rain and river flooding have all been recorded in Tampa Bay. In Hurricane Helene in September 2024, maximum storm surge inundation within Tampa Bay was 5 to 7 ft above ground level.
In Hurricane Milton in October 2024, the National Weather Service Tampa Bay office's summary lists rainfall of generally 10 to 15 inches across Pinellas County and most of Hillsborough County. St. Petersburg recorded 5.09 inches in one hour and 9.04 inches in three hours on October 9, 2024. The Hillsborough River then crested at 38.16 feet at Morris Bridge on October 12, 2024, passing the previous record of 34.66 feet set on September 17, 2017, after Hurricane Irma.
At Tampa International Airport, the longest run of days with dew points at or above 75°F is seven, from August 5 to 11, 2024. The highest dew point on record there is 86°F, on August 6, 2000.
Storms that hit close to home

Hurricane Helene made landfall near Perry, Florida, as a Category 4 hurricane around 0310 UTC on September 27, 2024. Storm surge inundation reached 5 to 7 ft above ground level within Tampa Bay. The National Hurricane Center reports two storm-surge deaths in Hillsborough County and at least 419 homes destroyed in Pinellas and Hillsborough Counties combined.
Hurricane Milton came ashore at Siesta Key on October 10, 2024. Tampa International Airport recorded a gust of 83 kt and 11.73 inches of rain. The rain caused widespread river and urban flooding in the St. Petersburg-Tampa area, with record-high crests on the Hillsborough River.
Hurricane Idalia (landfall near Keaton Beach, August 30, 2023) brought 3 to 5 ft of surge above ground level to an area that includes Tampa Bay. The City of Tampa reported flooded, impassable streets along the bay. On January 9, 2024, an EF1 tornado with 90 mph winds struck near Odessa and collapsed several pool cages.

Florida's attorney general sued Evolve Construction in September 2026, alleging it took insurance money from Hurricane Ian and Milton victims, mostly seniors, for roof, mold and restoration work it never started. Verify licenses and avoid big upfront payments.

Permits and rules
Florida law gives 1 year from the date of loss to notify an insurer of a property insurance claim or reopened claim, and 18 months for a supplemental claim (s. 627.70132). A policyholder may not assign post-loss benefits under a residential or commercial property policy issued on or after January 1, 2023, and an attempt is void, invalid and unenforceable (s. 627.7152(13)). A mold assessor may not remediate a structure it assessed within the last 12 months, and the reverse, with exceptions for certain Division I certified contractors (s. 468.8419).
Hillsborough County's guidelines for buildings in Special Flood Hazard Area zones deem a building substantially damaged when repair costs from any cause equal or exceed 50 percent of its market value before the damage. Permit applicants must submit a worksheet, an attestation, a cost breakdown and a calculator.
